ČTÚ: Wholesale mobile service market must be regulated

In an analysis, the Czech Telecommunication Office (ČTÚ) has confirmed that the wholesale market of access to mobile services is suitable for ex-ante regulation. One of the detected failures is that the wholesale price of data per transmitted MB between 2015 and 2020 was always higher than or equal to the retail price. In 2020, the average retail price of 1 MB was approximately CZK 0.05 excluding VAT, while the wholesale price was CZK 0.09. Virtual operators thus cannot reply profitably and cannot offer their customers practically any tariff that would include more than 2 GB of data offered by the network operators. The Office will submit the analysis conclusions after public consultation to the European Commission.
