Czechia’s Cybersecurity Milestone: Ranking #1 in the NCSI

In 2025 Czechia scored 98.33 out of 100 on the National Cyber Security Index (NCSI) ranking #1 and marking a historic milestone in digital resilience. This accomplishment is the result of a ten-year institutional effort to unify policy, infrastructure, and operational capacity under a single cybersecurity framework; it is not a ceremonial distinction. Full-spectrum maturity across the three key pillars of national cyber defense—responsive capacity, infrastructure resilience, and strategic governance—is reflected in the NCSI ranking.

From compliance-driven defence to a purposefully planned, data-verified system built for ongoing adaptation, Czechia's cybersecurity stance has changed. Its performance is quantifiable, its execution is transparent, and it has been put to the test in organised national and international drills. This indicates that, on a worldwide scale, Czechia is now not just a safe digital state but also a leader, proving that cybersecurity can be institutionalised and scaled independently of GDP or economic size.

The NCSI only uses publicly verifiable evidence, such as laws, institutions, and operational procedures, in contrast to perception-based indexes. Additionally, it incorporates a crucial comparative metric: the Digital Development Level (DDL), which is based on the Network Readiness Index (NRI) and the UN E-Government Development Index (EGDI).

One measure of resilience is the delta metric, which is the difference between digital development and cybersecurity capacity. Czechia's +25.40 delta indicates a security-first national strategy and proves that its cybersecurity infrastructure surpasses its digital baseline. Its performance sets it apart from economies where the growth of digital technology has surpassed safeguards.

With a score of 98.33, Czechia is ranked #1 in the 2025 National Cyber Security Index (NCSI); nevertheless, it is crucial to remember that the rating includes 103 nations for which adequate public data is available. Because the cybersecurity frameworks of major nations like China and Russia cannot be fully verified by public sources, they are excluded. Therefore, rather than being a direct ranking of all countries worldwide, Czechia's top spot indicates leadership among states with transparent, quantifiable cybersecurity governance. This distinction highlights the NCSI's emphasis on assessable, evidence-based preparedness as opposed to presumptions or impressions.

Czechia is contributing to the development of the operational language of global cybersecurity governance, going beyond simply safeguarding its digital borders.
