In an effort to improve Bhutan's cyber resilience, Czech and Bhutanese organisations are collaborating once more, following on the success of last year's capacity-building seminar on cybersecurity policy and legal frameworks. A specialised seminar on digital forensic analysis was held in Thimphu from October 14–16, 2025, by the Czech Embassy in New Delhi in collaboration with the National Cyber and Information Security Agency (N¢KIB), the GovTech Agency Bhutan, and the Czech Honorary Consulate in Thimphu. The partnership between the Czech Republic and Bhutan serves as an example of effective collaboration between democratic countries dedicated to innovation, transparency, and digital security.
The goal of the session was to improve the practical skills of Bhutanese organisations, such as the Royal Bhutan Police and the GovTech Agency (BtCIRT), in areas including cyber threat attribution, incident investigation, and digital evidence processing. In the linked world of today, when cyberattacks are becoming more frequent and sophisticated, digital forensic investigation is an essential field. In addition to investigating cybercrimes like hacking and data breaches, strengthening national competence in this area is crucial for safeguarding private data and maintaining public confidence in digital systems.
Czechia was among the first countries to enact a comprehensive cybersecurity legal framework in 2014. The Czech government strengthened its national response by consolidating its technological and human resources under NUKIB in recognition of the increasing complexity of cyber threats. A strong legal foundation is crucial, according to Veronika Kolek Netolicka, Cyber Attachée for Indo-Pacific at NUKIB: "Building a strong cyber framework wasn't without its challenges, but the experience has shaped our approach today." We are thrilled to impart our knowledge and enable a reliable democratic partner in Asia to successfully negotiate the changing cyber environment.

Republic to India and Bhutan, emphasized the significance of the deepening
cooperation: “Cybersecurity is not merely a technical concern but a pillar of
modern governance. By sharing Czech expertise and experience, we are investing
in a secure and resilient digital future for both our nations. Czechia is proud
to support Bhutan’s continued efforts in strengthening its cyber posture.” Bhutan is experiencing an increasing number of cyber security challenges due to the country's rapid embrace of digital technology and continuous digital transformation. In response, under the direction of the GovTech Agency, Bhutan, the country has created a National Cybersecurity Strategy as part of its 13th Five-Year Plan. The strategy seeks to improve the country's cybersecurity resilience and digital infrastructure. In partnership with Czechia, GovTech Agency Bhutan was thrilled to have the chance to hold the professional lecture. In his introductory remarks, GovTech Secretary Jigme Tenzing stressed that "the experience sharing through this seminar will help in implementing the action plans outlined in our National Cybersecurity Strategy (NCS)."
